You Too Can Excel

For a book title, it may sound too common.  However, this is one book that is everything except common.    I have written this book for a top civil servant who has over 35 years of experience where he shares his experiences through stories, insights, and hindsight for those aspiring young leaders who too want to reach the top positions in organizations.

As the book appears to have two names, allow me to differentiate between an author and a writer.  A writer is the one who helps write the book, but the author is the one with the stories and the sharing of his views.  The writer plays the role of interviewing to unleash what is inside the author and help write the book.  Of course, there are authors who write their own books too.  However, many people have books trapped inside them but do not translate their gems to be shared with the world.

One such individual, Datuk Ir. Amrullah has unleashed his trapped book into reality with his first book, You Too Can Excel.  The book is written more in a style of self-improvement rather than a biography. This book is divided into 10 Chapters.

Chapter 1 gives a good background of Datuk Amrullah Kamal describing the events that had shaped him. His years of martial arts training through Taekwondo, Judo, and Silat classes have developed a sense of confidence and discipline that serves him well. His scouting activities developed his leadership, and survival skills as well as inculcated in him a sense of independence. His parents’ spiritual teachings have inculcated good moral principles and humility in him. His resilience and courage in his younger days certainly helped him in his later years.

Before introducing Chapter 2, there is a brief introduction on what are the 7 Majestic Step-Ups. The term, Step-Up means to do something faster and better with greater intensity to achieve the desired results.

Chapter 2 to Chapter 8 covers the 7 Majestic Step-Ups providing specific examples of how Datuk Amrullah had used them to excel.  He rose from the rank of an executive engineer to the Director of JKR Sabah and then the Director-General Dewan Bandaraya Kota Kinabalu, and finally the President of  Majlis Perbandaran Tawau, through using this approach to help achieve extraordinary results often with seemingly impossible tasks.

In many of his works, he had tapped into his foresight to develop an inspiring vision to win over people’s commitment. He had the guts to do what was right rather than what was popular. He had used his superb persuasive skill to influence his superiors to approve something that had never been approved before. For example, he managed to get a huge budget for the development of rural roads in Sabah approved as well as for 45 fresh engineers despite the staff intake freeze policy.

In everything, one can sense that this man has a hunger for success and is performance-driven. He not only executed well with massive action, but his follow-through was relentless. To him, there is no such thing as failure unless one gives up trying. He did whatever it took, often outside his decision-making powers, using his influential skills to get a difficult idea approved and implemented. He was quick to admit that he did not chalk up all the great achievements by himself.  He had leveraged the motivated team that he had developed.

Perhaps his courage, tenacity, and perseverance could be best attested by his attending Tony Robbins fire-walking seminar 3 times and having climbed Mount Kinabalu to reach the summit when he was 51 years old.

Chapter 9 is an emotional chapter where he shares his greatest loss. It is heart-rendering to read about the loss of his father and yet inspiring to know of the great love of his family that motivated him to overcome the adversities he faced. The lessons of adversities are indeed useful gems, especially for the younger ones who have yet to face a great crisis in their lives.

In the final chapter, Datuk Amrullah shows us behind the tough and disciplined leader is a man who has a soft spot for orphans. His involvement in community and charity work while working full-time in organizations shows his love and care for helping others.

His definition of his purpose in life is indeed most magnanimous and selfless:

“The purpose of my life is to serve others and make a difference in their lives. In the process of helping others, I will improve myself, become a better and happier person as well as achieve a sense of fulfillment in my life”.

His active role in securing a  wakaf land and the building, Rumah Anak Ar-Raudhoh speaks volumes of a man whose kindness has made a difference in the lives of the orphans.

In this book, Datuk Amrullah generously shares his insight, experiences, and strategies to help those working in the public as well as the private sector to excel in whatever they do through the 7 Majestic Step-Ups.

You too can excel if you apply this approach in your work, whichever field you are in be it in manufacturing or retail business.

Cradle and Bursa Malaysia Collaborate to Facilitate Listing of Local Startups in Bursa Malaysia

The Minister of Science, Technology, and Innovation, YB Tuan Chang Lih Kang, presided over the signing of a Memorandum of Collaboration (MoC) between Cradle Fund Sdn. Bhd. (Cradle), Malaysia’s premier early-stage startup agency, and Bursa Malaysia Berhad (Bursa Malaysia).

The MoC was formalized with Cradle’s Acting Group Chief Executive Officer, Norman Matthieu Vanhaecke, and Bursa Malaysia’s Director of Corporate Strategy, Aina Zahari.

This collaboration’s primary objective is to raise awareness among startups regarding funding opportunities available in Malaysia, including those offered by the equity market. Furthermore, it aims to streamline the identification process for companies with the potential to list on Bursa Malaysia.

This collaboration is an integral component of the Ministry of Science, Technology, and Innovation’s (MOSTI) Fund Funnel program. The initiative is designed to simplify funding options and provide comprehensive support to startups throughout their funding journey, from the seed stage to the initial public offering (IPO).

The implementation of the Fund Funnel program aligns with Intervention Two outlined in the Malaysia Startup Ecosystem Roadmap (SUPER) 2021-2030, emphasizing the need to restructure the local investment ecosystem to enhance efficiency, attract high-quality investments, and facilitate funding access for startups.

Highlighting the significance of this collaboration, YB Tuan Chang remarked, “The Fund Funnel addresses the concerns raised by startups regarding the lack of information about government funding opportunities, providing clear and concise details about funding agencies and the specific stages at which they offer financial support.”

He continued, “As we introduce the Fund Funnel program, Malaysia embarks on a transformative journey to fulfil the aspirations outlined in the Malaysia Startup Ecosystem Roadmap. The Fund Funnel program signifies the government’s commitment to nurturing startups by providing them with vital funding access at every stage of their journey, in line with Malaysia MADANI’s aspiration to build an innovative and high-tech nation.”

Norman Matthieu Vanhaecke, Acting Group Chief Executive Officer of Cradle, expressed that the collaboration between Cradle and Bursa Malaysia demonstrates a continual commitment to engage with ecosystem players, promoting transparency in Bursa Malaysia’s listing requirements.

He added, “Through this collaboration, we hope to empower startups to develop comprehensive strategies, ultimately paving the way for successful listings on the exchange while bridging critical funding gaps within the ecosystem. By strategically aligning resources, expertise, and collaboration, we create an enabling environment where startups can thrive, revolutionize industries, and drive economic growth.”

Under this partnership, Cradle will provide market intelligence on the local startup ecosystem to assist Bursa Malaysia in identifying potential listing candidates. With 20 years of experience in the startup ecosystem, Cradle has engaged with companies across all stages of development and funding, supporting over 1,000 Malaysian technology-based firms and achieving the highest commercialization rate among funding agencies in Malaysia.

Bursa Malaysia will analyse the data shared by Cradle and collaborate with them to organize programs that focus on funding access. Additionally, Bursa Malaysia will support Cradle in knowledge sharing and help startups gain a better understanding of how the equity market can contribute to their growth. This objective is crucial to assist businesses in planning their future growth and identifying the necessary funding to support their journey from the early stages to eventually becoming a publicly listed company.

Tan Sri Abdul Wahid Omar, Chairman of Bursa Malaysia, stated, “This collaboration reflects the Exchange’s intent to assist Cradle in building a thriving startup ecosystem by addressing a common pain point faced by local startups, namely, access to funding opportunities. Takaful Malaysia’s Di Hatiku Student Food Aid Program Nourishes 1,000 Asnaf Students with Nutritious Meals

Syarikat Takaful Malaysia Keluarga Berhad (“Takaful Malaysia”), the FIRST takaful operator in Malaysia, recently lunhed a Corporate Social Responsibility (“CSR”) initiative in collaboration with the Ministry of Education (“MoE”). This initiative, known as the “Di Hatiku Student Food Aid Program”, aims to provide daily nutritious meals to 1,000 Asnaf students in ten (10) primary schools around Kuala Lumpur and Selangor. The CSR program aligns with Takaful Malaysia’s sustainability agenda, focusing on nation-building and improving the health, physical condition, and nutrition of underprivileged students.

Nor Azman Zainal, Group Chief Executive Officer of Takaful Malaysia, stated, “We initiated the food aid program to fulfil our responsibility as an Islamic financial institution in distributing Zakat to eligible Asnaf (tithe) recipients. We aim to create sustainable value in the local community by providing daily nutritious meals and improving the nutrition intake of underprivileged students. Our responsibility and commitment are to assist the Government in addressing malnutrition by empowering these children with healthy meals. This is also in line with the spirit of takaful, which emphasizes helping one another, especially those in need.”

Takaful Malaysia’s Di Hatiku Student Food Aid Program was launched in July 2023. Through this program, Takaful Malaysia supplies daily set meals to eligible Asnaf students from low-income families at their respective schools. The program is scheduled to run until February 2024, covering the school academic year 2023/2024.

“Our goal is to play our part and be responsible corporate citizens by providing nutritious food to empower the younger generation. Recognizing the importance of Asnaf students from low-income families having access to balanced meals at school, we decided to initiate this effort and extend a helping hand. Consequently, we are collaborating closely with the MoE, selected school administrators, and canteen operators to manage and implement the food aid program effectively,” said Zainal.

Each selected Asnaf student receives a complete lunchbox set, and the daily menu is based on the food pyramid for children, including vegetables, fruits, and protein sources to meet the needs of the Asnaf students. Additionally, water bottles are also provided to encourage students to stay hydrated.

“The Di Hatiku Student Food Aid Program aligns with the Sustainable Development Goals, aiming to eradicate malnutrition and ensure regular access to nutritious and sufficient food, particularly for Asnaf and underprivileged children, to support their normal growth and development and promoting a healthy life. Seeing the children’s smiles as they enjoy their meals is the most rewarding aspect of this program. We are delighted that the food aid program has received a positive and overwhelming response and hope it will continue to benefit the Asnaf students,” Zainal concluded.

As I entered the room, the plush beds with numerous pillows seemed to beckon me, and I couldn’t resist sinking into their soft embrace for a power nap to reenergize. Lying there, I felt the concerns of the outside world melt away, replaced by a sense of serenity and contentment. The panoramic view of the waterpark with its splashing waterfall outside my window was breathtaking, reminding me of the adventures awaiting me in this vibrant destination.

One of the standout features of Sunway Resort Hotel was its dedication to providing a family-friendly environment. Eager to explore the Family Zones, I found myself drawn to the Sunway Lagoon Water Park like a magnet. This water wonderland was a haven of fun and laughter, offering exciting water activities and a lively playground. For families with young ones, the Wonderland Explorers Kids Club was a treasure trove of joy. The following morning, I was eagerly anticipating the hotel’s breakfast spread at the Sunset Terrace on Level 1. Stepping into the vibrant and spacious dining area, the enticing aroma of freshly prepared dishes enveloped the air. The buffet was a gastronomic paradise, boasting an impressive selection of local Malaysian delicacies and international favourites. I savoured each bite, exploring new flavours and delighting in the culinary wonders that awaited me.

Dining at Gordon Ramsay Bar & Grill, the flagship restaurant of the multi-Michelin starred chef in Malaysia, was undoubtedly a highlight of my stay. As a food enthusiast and a Gordon Ramsay fan, I held high expectations, which were not only met but exceeded in every aspect.

Upon entering the restaurant, we were greeted by an elegant and inviting ambiance. While perusing the menu, it was evident that we were in for a culinary adventure of a lifetime. The options were plenty, and after much consideration, we ordered a variety of starters including Arnold Bennett Twice-baked Soufflé, Chicken & Duck Liver Parfait, Aged Beef Tartare, Seared Scallops, and Transmontanus Caviar. For the main course, we opted for a whole Boston Lobster Thermidor, Classic Beef Wellington, Wagyu Rib Eye, and A5 Japanese IGA Sirloin. The Apple Tarte Tatin was our choice for dessert.

Each dish that arrived at our table was a masterpiece, meticulously crafted with a burst of flavours that danced on our taste buds. From perfectly seared steaks to delectable seafood creations, every bite was a symphony of taste that left us in awe of Chef Ramsay’s culinary brilliance.

Gordon Ramsay’s restaurant also attracted notable individuals from afar. Seated across from us was Professor Muhammad Yunus, the renowned founder of Grameen Bank and a Nobel Peace Prize Winner. He had come with his family to dine at the restaurant and was staying at the hotel as he was scheduled to deliver a talk on Entrepreneurship For A Better World at Sunway University, conveniently located across from the hotel.

The service at Gordon Ramsay was exceptional, with attentive staff ensuring that every aspect of our dining experience was flawless. They shared insights into the dishes and made recommendations, helping us make the right choices.

The next day, I decided to indulge by the poolside just outside Sunset Terrace. Lounging by the sparkling pool, sipping refreshing drinks, and savouring delectable bites made for a perfect unwinding experience. The atmosphere was ideal for relaxation, and as I sat basking in the sun by the pool, the hypnotic sound of the waterfall provided a constant soothing backdrop.

As our time at Sunway Resort Hotel came to an end, I found it difficult to leave the cocoon of comfort and tranquillity. It had offered more than just accommodation; it had provided a rejuvenating and revitalizing experience. I was charged up and ready to return to work with renewed energy and motivation. Sunway Resort Hotel was a place where luxury and warmth seamlessly blended, where joy and laughter resonated in every corner, and where cherished memories were etched in our hearts.

The event was distinguished by the esteemed presence of Datuk Seri Dr Awang Adek Hussin, Chairman of the Securities Commission Malaysia (SC). His attendance underscored the pivotal role that regulatory bodies like the SC play in shaping the financial landscape, ensuring its integrity, and safeguarding the interests of investors and consumers alike.

“In recent years, the financial planning industry has undergone a remarkable expansion, assuming an increasingly central role in bolstering the financial well-being of numerous Malaysians,” affirmed Datuk Seri Dr Awang Adek. “Between 2015 and 2022, the number of financial planning firms experienced a robust 42% surge, ascending from 31 to 44 firms by the close of 2022. Concurrently, the count of licensed representatives witnessed a remarkable 145% upswing during the same period, culminating at 1,455 as of the end of 2022.”

According to Jawahar Ali Ameer Ali, the General Manager overseeing consumer and investor affairs at The Securities Commission Malaysia (SC) during his session entitled “Scams & Client Protection”, SC has witnessed a sharp surge in reports and inquiries regarding illicit operations and fraudulent activities since the onset of the Covid-19 pandemic in 2020.

In 2020, the commission received 1,799 complaints. This number escalated to 3,475 complaints in 2021, followed by 2,461 complaints in 2022. As of the first half of the current year (1H 2023), the tally of complaints stands at approximately 1,670—roughly 60% of the total complaints recorded in 2022.

Jawahar Ali highlighted the predominant nature of the grievances. Many of these complaints were linked to illicit schemes propagated through social media channels, where these scams’ perpetrators often exploit sponsored advertisements on platforms like Facebook, craft counterfeit websites, and establish public Telegram groups to promote fraudulent investment packages. These offerings are frequently accompanied by fabricated testimonials and certificates falsely attributed to reputable institutions.

He further underscored the fraudulent nature of such social media-based investment schemes, urging investors to exercise caution if prompted to deposit funds into personal bank accounts. He noted that significant losses, amounting to tens of millions, have been incurred by investors falling prey to these scams, highlighting that most of these scams were most rampant after the Movement Control Order (MCO) that hindered movement amongst the public due to Covid-19.

“Never transfer money (for investment) to an individual account. If you are asked to transfer money to a personal bank account or to a bogus company bank account, these are normally mule accounts and you are probably being scammed”, he cautioned the audience.

To counteract this alarming trend, Jawahar Ali outlined the various measures and initiatives the SC has undertaken to alert the public. In the first half of 2023 alone, the commission executed two enforcement actions, issued 170 alerts, blocked 95 websites, disabled six Instagram accounts, suspended 74 Telegram accounts, and intervened in 58 cases involving Facebook.

ICMR Research Series: Taking a Dual and Systematic Approach to Address Investor Vulnerability in Malaysia

Before the COVID-19 pandemic, Malaysia was already faced with multiple complex challenges – from the impacts of climate change, and ageing populations, to rising inequalities. The pandemic has only accelerated these challenges and to a large extent, also exacerbated vulnerabilities affecting households and individuals’ levels of financial resilience.

Given these challenges facing investors today, the burden of financial well-being is too heavy to rest solely on individuals themselves. To move forward beyond the present crisis, responsible finance will require that all stakeholders – government, policymakers, the financial industry, and more – treat individuals’ financial well-being as a shared responsibility.

Building Financial Resilience

Firstly, there is a need to build financial resilience across the population. As we explored previously in our series, a lack of financial resilience cuts across all drivers of vulnerability – predominantly linked to poor investment and saving behaviours, as well as an equally important factor when dealing with issues which are out of one’s control, such as unexpected life situations and industry-related issues.

It is crucial to acknowledge that some individual barriers faced by certain segments of the population to be able to save or invest, involve embedded structural challenges that cannot be solved purely by market-based solutions. These include sluggish wage growth, unemployment especially for youths, mismatches between labour demand and supply, the rise of the gig economy and lack of social safety nets.

Thus, a whole-of-nation approach which goes beyond the jurisdiction of any single regulator or an agency may be needed for holistic reforms that address both structural and individual barriers. Policymakers and regulators will need to focus their efforts on assisting vulnerable populations to become more financially resilient, such that they are better able to use market opportunities to save and invest.

Since investor vulnerability is multifaceted, driven by various factors such as personal and financial circumstances, age, geographical location, and investment experience – policy actions need to take a tiered and nuanced approach. This includes a review of incentive structures complemented with behavioural nudges that can help shape and sustain the necessary savings and investment behaviours.

Nudges are part of a wider toolbox in the behavioural sciences consisting of education and training, subsidies and taxes enable or restriction, and environmental restructuring (physical or social context) which specifically focuses on leveraging behavioural levers to guide people towards making decisions that benefit them the most in the long term, without significantly changing their present incentives.

Examples of ‘nudge’ initiatives include behavioural interventions like “save more tomorrow” and “sidecar savings”, which encourage saving for retirement in easy, convenient, and painless ways, as well as micro-investing applications that help build an investment habit by investing in smaller amounts of money like the spare change from daily purchases.

Dealing with vulnerable investors

Secondly, the building of financial resilience must then be complemented with a targeted approach to improve the protection of vulnerable investors. ICMR’s study identified key trigger points that indicate vulnerability such as discretionary income and perceived financial status, health status, level of retirement savings, level of financial literacy, investment experience and encounters with scams.

To identify if a possible investor could be vulnerable, the current Know-Your-Client (KYC) process could be further enhanced with the introduction of these trigger points into the process. Also, this assessment should be done on a more regular basis, preferably every 6 to 12 months, as one’s situation is not static and needs to be recalibrated accordingly.

Emphasis needs to be placed on market intermediaries and agencies to better identify and manage vulnerable investors. Regulators then need to focus on the “duty of care” by providing guidance and overseeing the conduct of capital market intermediaries, including fair treatment of vulnerable customers coupled with investor protection measures.

Most regulators have general guidelines for financial services that already require service providers to consider factors such as knowledge, experience, financial situation, and risk profile of the individual investor during service provision. At the same time, targeted programmes are being implemented in many jurisdictions to specifically protect certain vulnerable groups, like senior investors.

In Malaysia, financial regulators have certainly been vocal on issues affecting investors such as unlicensed activities and scams, retirement inadequacy, as well as the inclusiveness of capital markets for retail investors. Given the prevalence of challenges facing today’s investors, considering how investor vulnerability may affect these outcomes would be beneficial for future policy and research.

In line with this, the Securities Commission Malaysia (SC) launched the third Capital Market Masterplan (CMP3) in 2021, which identified “enhancing focus on protecting investors against vulnerabilities” as a strategic consideration, with the “identification and assessment of vulnerable investors” being one of the priorities over the next five years, as illustrated in the diagram below.

Collaborative and behavioural insights for effective implementation

Creating policies and initiatives alone may not be enough to address the rising issues of vulnerability. To ensure the effective implementation of these initiatives, financial vulnerability must be viewed across the value chain. Our report highlights that vulnerability drivers are a combination of behavioural and structural issues that fall and cut across the purview and jurisdictions of multiple agencies.

Behavioural insights should be incorporated into every stage of a policy cycle, from development to all the way to post-implementation. While this may require embedding more rigorous evidence-based approaches to design and evaluation such as Randomised Control Trials (RCTs) into the policy cycle, it could eventually reduce the need for corrective measures once a policy is at the implementation stage.

RCT is a trial in which subjects are randomly assigned to either a treatment group or a control group. The treatment group receives the intervention being studied, while the control group receives either no intervention or a placebo. The effects of an intervention or treatment are measured by comparing outcomes between the groups.

Policymakers can also leverage this understanding to evaluate the effectiveness of policy implementation and make necessary adjustments. Behavioural insights can also help uncover unintended consequences or knock-on effects of certain policies, which regulators may not have been measuring or looking out for in the first place.

Given the delicate environment and crossroads of change, there is a dire need for policymakers to take proactive steps now while we still have the policy space to make reforms and improvements for the long term. With more collaboration with industry stakeholders, policymakers can create a resilient financial ecosystem that safeguards the interests of the most vulnerable investors.
